Time Is A Valuable Thing:

If you already brought up I.E. and typed in the address of the modem in the address bar
and it looks like it's trying to bring up the page but it's just taking forever, be patient.  People
tend to be in a hurry or expect it to show up instantly.  Sometimes if you just wait 2-4 minutes
the modem gui page will come up.  Then as you navigate through the gui the response times
are normal.  Maybe it's a just a Vista thing.  But it works.
